  According to the National Development and Reform Commission (NDRC) website, on September 2nd, Vice Chairman Zhang Yong chaired a meeting of liaison officers of the State Council's Leading Group for Energy Conservation and Emission Reduction to further study and improve the "Comprehensive Work Plan for Energy Conservation and Emission Reduction during the 13th Five-Year Plan Period" (hereinafter referred to as the Work Plan), and put forward requirements for the next steps.


  At the meeting, the Department of Resource Conservation and Environmental Protection reported on the main contents of the Work Plan, the solicitation of opinions, and the revision and improvement process. The Department of Planning and Finance of the Ministry of Environmental Protection introduced relevant information on emission reduction. Various relevant departments and units put forward specific opinions on revising and improving the Work Plan.


  Vice Chairman Zhang Yong emphasized that the Work Plan is the guiding document for national energy conservation and emission reduction during the 13th Five-Year Plan period. All departments should attach great importance to it and work together to do a good job in all aspects: First, carefully revise and improve it. Study the opinions of various units, strengthen inter-departmental communication and coordination, and make the Work Plan more solid and better guide the work. Second, expedite the approval process. Submit it to the NDRC Director's Office Meeting for review as soon as possible, and then submit it to the State Council's Leading Group for Energy Conservation and Emission Reduction for review according to procedures. Third, ensure the implementation of measures. Energy conservation and emission reduction involve a wide range of fields. The leading units for each key task should assume their leading responsibilities, carefully review the tasks under their charge, and each department should set reasonable targets. Participating units should take the initiative and actively participate, and ensure the implementation and deployment of relevant matters in the "Work Plan" within their respective systems to ensure the completion of the binding targets for energy conservation and emission reduction during the 13th Five-Year Plan period.
