  Recently, it was learned from the Shandong Provincial Department of Housing and Urban-Rural Development that a notice regarding the issuance of the "13th Five-Year Plan for the Development of Green Buildings and Building Energy Conservation in Shandong Province (2016-2020)" has been issued. Based on an objective analysis of the development situation during the 13th Five-Year Plan period and building energy consumption demand and energy-saving potential, the Plan proposes to implement the development concepts of "innovation, coordination, green development, openness, and sharing," focusing on eight key tasks: promoting green buildings, improving building energy efficiency (promoting passive ultra-low energy consumption buildings), deepening the energy-saving renovation of existing buildings, vigorously promoting the adjustment of building energy consumption structure, scientifically constructing a public building energy conservation supervision system, actively developing the green building materials industry, strongly promoting the development of prefabricated buildings, and accelerating the implementation of green construction.


  Green buildings will achieve large-scale development. Shandong Province will vigorously implement green building initiatives, establish and improve policy measures, management systems, and technical standards. Government-invested or government-mainly-invested government office buildings, affordable housing, public welfare buildings, and large public buildings will fully implement green building standards. Cities such as Jinan, Zibo, Dongying, Yantai, Weifang, and Weihai will expand the mandatory promotion scope to all newly constructed buildings in urban areas. The "Shandong Province Green Building Design Code" was released and implemented, and the revision of the "Shandong Province Green Building Evaluation Standard" was initiated. Green building evaluation and labeling were standardized, and fiscal incentives were implemented to guide the development of high-star green buildings. During the 12th Five-Year Plan period, 103 million square meters of new projects meeting green building standards were constructed in the province, of which 45.8 million square meters received green building star ratings, with two-star and above ratings accounting for 40%.


  Significant progress was made in energy-saving renovation of existing buildings. The Shandong Provincial Government convened a provincial conference on heating metering reform and energy-saving renovation of existing buildings to make comprehensive arrangements. The Provincial Department of Finance and the Provincial Department of Housing and Urban-Rural Development signed target responsibility agreements with various municipal governments. At all levels, renovation promotion mechanisms were improved, project implementation management was strengthened, technical support was enhanced, fiscal investment was increased, and funding channels were improved, ensuring the smooth progress of renovation work. During the 12th Five-Year Plan period, the province completed heating metering and energy-saving renovations on 121 million square meters of existing residential buildings, benefiting over 1.3 million households. After the renovations, average indoor temperatures increased by 3-6°C, and heating energy consumption per unit area decreased by approximately 30%. Rizhao and Wendeng were designated as key cities and counties nationwide for "energy-saving heating." Energy-saving renovations of 11 million square meters of public buildings were completed, with Jinan and Qingdao listed as key cities nationwide for public building energy-saving renovations.


  The application of renewable energy in buildings was comprehensively deepened. A mandatory promotion policy for solar thermal energy was implemented, requiring all residential buildings of 12 stories or less and public buildings with centralized hot water supply to simultaneously design and install solar water heating systems. The application of solar water heating systems in high-rise buildings was actively promoted, and cities such as Jinan and Heze expanded the mandatory promotion scope to residential buildings under 100 meters. Shallow geothermal energy, air source heat pumps, and solar photovoltaic technologies were promoted according to local conditions. Actively creating national demonstration zones for renewable energy building applications, Yantai and Weihai were approved as key areas for concentrated and contiguous promotion, and 9 cities, 17 counties, and 1 district were approved as demonstration cities (counties, districts), of which 7 cities and 11 counties have passed acceptance. 27 photovoltaic building application demonstration projects and 8 scientific research and industrialization projects were approved. During the 12th Five-Year Plan period, the province added 134 million square meters of buildings with integrated solar thermal applications and 39 million square meters of buildings with shallow geothermal heat pump applications.
