  To better promote clean energy heating initiatives such as coal-to-electricity and coal-to-gas conversions, bridge the gap between the government and the market, and facilitate the implementation of clean energy policies by Shandong provincial government agencies, the Shandong Clean Energy Heating Industry Alliance was officially established in Jinan on the afternoon of April 5th. The meeting elected Haier Water Heater as the chairman unit of the alliance, and Shandong Jianzhu University's School of Thermal Engineering, Shandong Linuo Ritter New Energy Co., Ltd., Sinopec New Star Shandong New Energy Co., Ltd., Yankuang Donghua Construction Co., Ltd., Shandong Sunray Solar Energy Co., Ltd., Shandong Chuangerwo Heat Pump Co., Ltd., Shandong Luxin Energy Investment Management Co., Ltd., Shandong Keling Energy-Saving Equipment Co., Ltd., Shandong Construction and Development Research Institute, and Shandong Provincial Institute of Product Quality Supervision and Inspection as vice-chairman units, collaborating with Shandong's clean energy enterprises to develop together in the heating sector. On the morning of April 6th, an unveiling ceremony was held at the Shandong Clean Energy Heating Technology Exchange Conference. With this, the Shandong Clean Energy Heating Industry Alliance was officially established.


   

  Since the national "coal-to-electricity" strategy was launched, several provinces and cities, including Beijing, Tianjin, Shanxi, and Hebei, have begun piloting the "coal-to-electricity" policy. Shandong Province also released a new "coal-to-electricity" policy at the end of 2016, proposing to vigorously develop clean energy sources. Various heating systems were organized or installed in 5 counties and 12 pilot towns, and it was required that all public buildings in these pilot towns implement clean heating by the end of 2017. Yang Jianwu, director of the Rural and Urban Construction Department of the Shandong Provincial Department of Housing and Urban-Rural Development, stated that by the end of 2018, all kindergartens, primary and secondary schools, health clinics, community service centers, and other public places and new rural communities in Shandong Province would implement clean heating in winter; by the end of 2020, more than 70% of villages in Shandong Province would achieve clean heating in winter. This demonstrates the enormous development potential of clean energy heating in Shandong. According to experts, the clean energy heating market in Shandong could reach trillions of yuan.


  Furthermore, to ensure the smooth progress of the "coal-to-electricity" conversion, various regions in Shandong have introduced relevant policies. For example, the Shandong Provincial Price Bureau stipulates that customers using electric heating enjoy preferential electricity prices; five departments, including the Qingdao Municipal Urban Management Bureau, jointly issued a notice that natural gas heating is eligible for financial subsidies; Tengzhou City provides financial subsidies to units and enterprises that have completed coal-fired boiler renovations and passed acceptance inspections; and Zaozhuang City adopts a reward-based subsidy approach to support the "coal-to-gas" conversion of coal-fired boilers. These measures have effectively promoted the development of the "coal-to-electricity" conversion in Shandong, contributing significantly to the fight against smog in Shandong and even nationwide.
